The judge said the defendants had offered "substantial assistance" to the defendants in obtaining drugs from their online pharmacy and had made a "good faith effort" to obtain those drugs from the drug sellers.
The US Attorney's Office said that it was "disappointed" in the judgment.
"The court does not believe that the defendants engaged in fraudulent activities," the office said in a statement.
